Railroad Track Safety Consultant/Investigator/Expert Witness, providing assistance to Attorneys and Railroad Construction Contractors.

Experience in the enforcement and training of 49 CFR, Part 213, Track Safety Standards, and 49 CFR, Part 214, Roadway Workplace Safety, specializing in Subpart D, On –Track Roadway Maintenance Machines and Hi-Rail Vehicles.

Successful conclusion of numerous FELA and highway-rail crossing incidents between 2005 and 2011.

Mr. Ludwig is a retired Federal Railroad Administration (FRA) Track Specialist and former Acting Assistant Commissioner of Maryland’s “Railroad Safety and Health” program, with a total of 25 years enforcing State and Federal Track Safety Regulations. As a former Operation Lifesaver (OLS) Level 2 Presenter, Mr. Ludwig worked on the education of the public concerning the danger of highway-rail crossing accidents.

Mr. Ludwig also has experience working with the Department of Defense concerning the explaining of the Army/Air Force Track Standards, in relation to FRA’s Track Safety Standards at facilities in Maryland and Virginia. (Technical Sergeant, United States Air Force Reserve, Retired)
Expertise
Allen Ludwig worked in Washington, DC from May 2003 to September 2005 as a Track Safety Specialist.  One of his duties was to be a Technical Advisor for the Federal Railroad Administration and work with the Trial Lawyers concerning railroad track issues.

Allen Ludwig, as Acting Assistant Commissioner-Railroad Safety and Health for the State of Maryland, promoted and enforced close clearance and walkway safety regulations as part of his duties.  These regulations are not mirrored in the Federal Track Safety Standards.
